Swedish ID06 Tightens Rules for Card Issuance in 2026

The Swedish ID06 Passage Card System is used at almost all construction and installation sites in Sweden. To enter such sites, workers are required to hold valid personal ID06 identification cards. Beginning in January of 2026, ID06 will implement stricter rules for the ordering and application of ID06 cards, further increasing compliance requirements for foreign companies operating in Sweden.

What is ID06?

ID06 is a Swedish identification system used at construction and installation sites throughout the country. It was introduced to combat non-compliance with tax obligations, migration law requirements, work permits, and similar regulatory issues.


How do I obtain ID06?

For foreign (non-Swedish) contractors with projects in Sweden, obtaining ID06 cards can be a complex process.


First, the company must generally obtain Swedish F-tax status, which is a form of tax registration with the Swedish Tax Agency. It is important to note that the information provided in the F-tax application is used by the Swedish Tax Agency to determine whether the company has a corporate income tax liability in Sweden. For this reason, we always recommend that a qualified tax professional handles the F-tax application.


Once the company has been approved for F-tax, it must register with ID06. This step can be challenging due to ID06’s strict verification requirements, which implies that the foreign company's representative must physically travel to Sweden to register the company with ID06. We usually manage this step on behalf of our clients through a Power of Attorney, which removes the need of a company representative travelling to Sweden.


After registration, the company can apply for individual ID06 cards for each worker. EU nationals are treated more favorably, as they do not need to present a work permit or equivalent documentation. However, proof of tax and social security compliance is still required. This usually involves attaching an A1 certificate and ensuring that a 183-day-rule exemption has been granted. We often apply for this 183-day-rule exemption on behalf of our clients.


What are the new ID06 rules from 2026?

At present, a worker can confirm an ID06 card order or application by logging in to the ID06 system using a code sent via SMS.

From 2026, it will only be possible to log in using a passport or national ID card. ID06 is currently developing an app to enable this process.

It is important to note that this new form of validation will likely only be available for passports and ID cards containing an electronic chip, that will be scanned with a smart phone. Non-Swedish staff working in Sweden should therefore ensure that their identification documents meet modern electronic standards. However - it is of course not impossible that some countries' ID cards and passports do not meet the required standards. In these cases, according to information from ID06 in November 2025, the employee would be required to visit a "ID06 Scanning Station", to undergo a physical examination of the ID card or passport. This will imply increased costs for non-Swedish companies operating in Sweden.


When will the new rules enter into force?

According to information from ID06, that was released in November 2025, the new requirements will be applied from the 28th of January 2026. Taxhelpsweden's experience is however that the technical competense at ID06 could somtimes be questioned, and hence, a delayed date of implementation could not be rule out.
